The toilet stalls at my work have a mini sink attached to the toilet. But the sink has no handle to turn on the water. Instead, when you flush the toilet, water comes out of the sink...
I'm pretty sure its a way to conserve water by having the water you wash your hands with go into the toilet bowl for later use...
...Because I can't be absolutely sure that it is not poo poo pee pee water, and I do not have the correct Japanese vocabulary to ask, I just use the regular sink outside the stall.
